College of Arts and Sciences and Department of Political Science Scholarships

General scholarship information and applications are available in the Financial Aid Office, located at 403 Pierce Hall. Applications for the following academic year are usually due in the third or fourth week of January. Applications for aid for the spring and summer semesters are generally due in the middle of February.

Departmental Endowments and Service Awards are made at the department level and are initiated by the student.


John Barson Endowed Scholarship in Public Administration

Dr. John Barson devoted his professional life to healthcare and the field of public management. Internationally known and respected as an educational consultant in medicine, Dr. Barson earned a B.A. from Eastern Michigan University and an M.A. and Ed.D. from Wayne State University. In the 1960s, as a professor of Medical Education at Michigan State University, Dr. Barson revised the basic science and clinical teaching methods for the College of Human Medicine. He was also a founding faculty member, and later Associate Dean, for the College of Osteopathic Medicine at MSU.

Known for his expertise in developing curricula and residency programs, Dr. Barson was appointed by the State Regents and legislature of Oklahoma in the 1970s to establish a new medical college emphasizing primary care in Tulsa, OK. His tenure and service as Founding President of the Oklahoma College of Osteopathic Medicine and Surgery was unmatched; before he stepped down as President in 1984, the State Regents designated the John Barson Administration Building at the medical campus of Oklahoma State University as a center for professional studies and biomedical research. Until 1994, Dr. Barson continued to consult for medical schools in areas such as residency training, faculty development and organization. Throughout his career, he remained committed to effective administration, efficiency, and the application of public administration skills to healthcare and higher education. He is fondly remembered by family and friends who hope his memory lives on in the lives of those who will be changed forever by this scholarship in his name.

Deadline    April 15th, 2008 for the Fall semester
Eligibility   graduate students studying in the area of Public Administration in the Department of Political Science.

It may also be renewed for an additional year at the discretion of the Political Science MPA selection committee.

Selection Criteria Include

  • The student must be admitted to the Master's of Public Administration program within the Department of Political Science
  • The Recipient must have demonstrated high scholarship and leadership skills
  • Recipient must demonstrate a commitment to the field of public administration through undergraduate study, volunteer work, or life experience.
  • Scholarship applicants specializing in Management of Public Healthcare services shall be give special consideration. However, all graduate students are eligible for consideration.
  • Applicants are asked to submit a short letter of interest and to include a letter of recommendation from an EMU faculty member who is knowledgeable about their work or efforts.

    FR. Bernard J. O'Connor Endowed Scholarship in Civic Engagement

    In 2004, Dr. Bernard J. O'Connor left Eastern Michigan University for a position in the Vatican in the administration of Pope John Paul II. At EMU O'Connor or "Father Bernie" as most people knew him taught political science; served as assistant dean of the College of Arts and Sciences; counseled EMU students and staff, and was the ROTC chaplain.

    In Rome O'Connor serves as a member or "adviser" to the Eastern Churches, which include countries such as Egypt, Syria, Iran and Jordan. His responsibilities include helping the eastern regions of the Catholic Church communicate with one another and working with various governments on human rights concerns.

    A native of Nova Scotia, O'Connor was ordained a Catholic priest in 1977. He earned a doctorate in systematic theology from the Gregorian University in 1986 and a law degree from the University of Tennessee in 1994. His numerous honors include the EMU Gold Medallion Award in 2004, the Award for Excellence in Innovative Teaching from the Center for the Advancement of Teaching and Learning in 2003, and Michigan Professor of the Year in both 1999 and 2001.

    Selection Criteria

  • Undergraduate student status with a minimum GPA of 3.20
  • Successful completion of at least 18 credit hours at EMU at the time of the award
  • Open to students in all colleges and majors
  • Verifiable record of excellence in civic engagement within the student's program of study, as well as in co-curricular and/or extra-curricular activities
  • Applicants are asked to submit an essay of NO MORE than three (3) typed written pages describing their civic engagement projects or initiatives, through coursework, co-curricular activities, and academic/professional plans.

    Applicants shall also include a short letter of recommendation from an EMU faculty member who is knowledgeable about their civic engagement work or efforts.

  • a minimum 3.0 GPA
  • enrolled in Political Science Public Administration program

  • Please also include a letter of intent explaining how the award will be used towards a Public Administration activity or education enrichment.

    The David Hortin Endowed Scholarship in Public Law

    During his career, David worked tirelessly to educate and challenge young minds inside and outside of the classroom through his role as a professor and adviser to the PreLaw Society. Highlights of David's service include:

  • Nearly 40 yrears on the faculty of EMU
  • Senior Distinguished Faculty Teaching Award
  • Alumni Association Teaching Excellence Award (two-time winner)
  • Posthumous distinction as emeritus professor, on the unanimous recommendation of the Department of Political Science

  • To honor David's achievements and allow him to continue to positively affect students even after his death, we have established the David Hortin Public law Student Fund at EMU. This endowment will provide scholarships for students of public law and also will benefit public law-related activities such as the Mock Trial Program.

    Two individuals will be eligible for this scholarship

    Selection criteria

  • Undergraduate student status with a minimum GPA of 3.00.
  • Interest in Public Law or
  • Interest in Mock Trial

  • Applicants are asked to submit an essay of NO MORE than two typed written pages describing how this scholarship will help further their public law interests and public law co-curricular activities.

    Financial Aid
    In order to apply for state and federal financial aid students must complete the Free Application for Federal Student Aid (FAFSA) and send it to the processing agency after January 1 of the year. For example, if you're applying for financial aid for Fall 2008, the application should be mailed after January 1, 2008.
